Make sure you don't need to get repaired because debris will not repair your tech when you get a boost.

I checked the game and I had a debris boosted ship and it added the extra fighters for the boosted levels without a problem.

You are getting the right amount.

A level 15 Fighter Bay can only hold 4,379 fighters.
