Actually dignitaries can be dismissed and they will find a new job. If you have embezzlers they are interest builders in disguise. To find these rogues put spys on your planet and if they find one it will show up in your logs. They don't kill them, they just tell you about them so you will need to dismiss the bad embezzler.
