You can only buy a Nova Bomb at an Alliance Owned Device port. All other ports are banned from selling the device by the Federation.

I've got a question. If the Alliance doesn't care if you use novas, and if they don't care if you buy from 'em when you've got a bounty, why can't you buy from 'em when you've got a loan late? Why would they care about the bank if they don't care about all that stuff?

Banks tend to be nastier than the government when it comes to owing them money.
