New SG to known space

I`m trying to create a new SG link to known space, but I keep getting this:

Creating a sector genesis wormhole a Federation Sector is not permitted.

What does that mean? And how to I create a new link from a SG to known space?

You are trying to create a link to a sector that is owned by the Federation. That's not allowed. You have to create a link to a different sector.

Actually, I`m creating a link that doesn`t exist in the game, i.e. PP123MR. So, what you`re saying is that I have to use actual game links.

Yes, it has to go to an existing real space sector.
