I have four planets with the same population count, each with dignitaries.

Planet 1 has Birth Increase of .01181
Planet 2 has Birth Increase of .01400
Planet 3 has no Birth Increase
Planet 4 has Birth Increase of .00880

What doesn't make sense is that the populations on all four planets remain constant. I'd think planets 1, 2 and 4 would grow faster than 3, however, they all grow at the same rate.

I've been monitoring this for about a day.

Anyone know what's up?
