I don't know if you have ever read Frederick Lanchester's "Mathematics in Warfare," but if you haven't, you should. The text is very insightful despite its age. The N-Square law will be very important and must be taken into consideration when you implement the plan to have smaller fighter forces with unequal weapons technology in planet attacks, sector defense attacks, and so on. It will also be important to have the cost of research or fighter technology (or whatever else goes to determining weapon system superiority) reflect these equations, or else the game may become unfair when it comes to the cost of upgrades and unrealistic when it comes to actual battles. You can probably find the paper in a library. I know that it was published in "The World of Mathematics Volume IV".
