If one of a person's teammates accidentaly upgrades their planets too much and compltely skrews over their production rates, it should be possible to DEGRADE planetary tech levels so that production goes back up. Even if it costs as much to degrade as it did to upgrade, it would be worth it. Ugh....

I have on many occassions have purchased one too many tech Levels for a ship and wanted to reduce the tech after the fact...
