Those are new production percentages for how many of your colonists you want to work on researching new items on the planet and how many you want to build newly researched items. These will come into play when you build a Research Station on a planet. Without a research station they will do nothing. So just leave them at 0.

If you change them to something other than 0 then you will be taking colonists away from your credit production. So I wouldn't change them just yet.

These things had to be added at this time because the support code for research has to be added in a minimal way for the new combat routines. When I reset the beta server tonight you will also see those items on the planet screen.
