Space docks are used to repair damaged tech levels on your ship. Those damaged levels must be repaired before you can upgrade them at an upgrade port.

When your levels are damaged it is just like lowing your tech levels. They don't work as well. And you take damage on your tech levels when your armor starts taking damage.
