I have just made the new Beta Server live.
It has many changes in how some things work and the game balance. This will be where new things will appear and be tried out.
Dignitaries have been reworked so they are more useful. Check this thread for the changes.

Planets are tougher. Expect around a 5 level boost for a planets tech levels.
SG sectors cost more to build deep.
The Universe is a little larger than normal so 15 engines may or may not be needed to realspace everywhere.
If a planet is worth considerably more than your ship and you try to capture it the people will revolt and destroy themselves. So bankers make your planets really defendable.
There are a host of other minor changes thoughout the game that people have discussed.
