That error means they need to change the following configuration variable in the config database. Change

use_subdirectories

from 1 to 0


Give that a try.

In the setup file in the config directory locate the line with usesubdirectories and cahnge the 1 to a 0. Your server has probably restricted PHP's ability to create new directories andnthat is causing the problem. This change will stop smarty from using subdirectories.
