Here's an idea. If Jammer is higher then the opponent's sensors, then trails will be more difficult to find, for example:
Federation(Battlecruiser) travelled to sector T?D1BD?
This will make it a bit more difficult to follow someone, however, if you have a Sector Compiler (Device), it can predict the sector name if you have it in your database (by entering or scanning it).

Well, jammer disrupts information flow, causing inaccuracies as to what really happens, thats why I was thinking it should fall under jammer. Jammer and cloak both fall under the same category of misinformation. The cloak, has a chance to conceal the path where as, the jammer could act to disrupt where the person has gone if the scanner has 300+ sensors.
