You must own the majority of "Based" planets in the sector. Means if its a 5 planet sector you must own 4 based planets, 4 planet =3 based, 3 planet =2 planet , 2 planet =2 and 1 planet =1.

Also if it says you'll get a bounty, you will.

Actually own 3 planets in a 5 planet sector. :)
