You can run 0.21 on aversion 5 PHP and Mysql but it will NOT work properly. You will find there are going to be hundreds of database errors in the logs. This will prevent planets from updating, ports from updating and a whole host of other problems. It will LOOK like it is working on the surface but it really isn't as many things will be failing in the background.
