Are SD Scans or probes capable of overestimating if their level is low compared to jammers, persay?

Probe scanning basically uses the same code as the scans made from your ship.

I don't think I've ever seen my ship over estimate either, so the question remains unanswered.

It's possible but it will always tend to underestimate.

There are a number of things about the scan code that I have never really liked. All of the scanning code happens to be remnants from the old BNT code base. It really never had much of a random factor to it. Plus it never really used an effective method for determining effectiveness based upon differences in tech levels.

Ha ! The jammers mess it up real good... You might not get a accurate scan out of 20 attempts on a ship even with sensors that are 3 times higher than the enemy jammers & cloak.

Actually ECM only works during combat.
