Just like we have diplomats and spiesright now to randomize planetary production levels a little, it'd be cool to have officers and engineers on ships to randomize tech levels a little bit. It's not impossible to determine, with reasonabe accuracy, what kind of tech levels a capital ship has given the player's score. This makes fights a little less interesting. However, if one had officers who could, for example, boost sensors by 5%, because of thier skill at operating sensors, it'd make combat more dicey and fun.

=D That'd be awesome, since I've already been doing that in my story. I've got fighter pilots, dentists, mathematicians, admirals, ect. all doing their historic job on my ship. It'd be cool to see the game have that.

Well the plan is when research and build kicks in it will be possible to build different classes of weapons. This will actually do the same thing. Imagine a ship with a class c torps that carry maybe 10 torps can take out 1000 standard class torps. So you may never quite know what your up against unless you managed to get a spy on that ship.

Can a higher level guy somehow transfer a stash of ubertorps to a lower ranked player, or are the tubes different? See, an experienced officer can always be transferred to a lower ranked player to help him on a particular mission. Alternatively, a lower ranked player can always send his officer to a high ranked player for training. The idea is that as an officer serves longer, he gains experience and brings bigger bonuses. The rateatwhich experience would be gained would be governed by the level of the ship that he's serving on. So you can get interesting senarios where people send thier officers to a much higher ranked player for training in exchange for a sall service or something.
