I just picked up a level all tech level debris in a pioneer.
I only had hulls, engines and sensors above level 1, and those were the only items leveled up, even though the debris said all techs leveled up 1.

Saw this in the bug reports.

Note: All your levels on a pioneer start at 0 and not 1. So it looks like it did work fine for you. It moved the ones that were 0 to 1 and the ones that were 150 to 151.

my mistake. Been a while. I thought it was a problem since I couldn't buy any more fighters or torps. But I guess 1 doesn't change it from 10 of each. So I thought I was already at 1..

Yeah 1 is a very small increment, I believe you have to be at level 10.
