bounty by ranks seems off.

Everyone lower by a certain amount seems to have the bounty tags but Polda.

He is right in the middle of a group of players that have the single * next to their names, but Polda does not.

Just wondering how this is possible. Also not interested in pulling a bounty for someone that should be.

I think it has something to do with loans. Polda probably has a loan due!

Yes thats more than likely the case. Loans go against your networth. So taking a loan will raise your overall netwoth and may very welll pull you out or put you into someones bounty range.
