I've seen it happen... The scheduler query actually is a global query, so sometimes a planet will fall into a hole, I have seen some planets that just don't produce like others do. I call them planets in a black hole. I've been known to destroy em and build a new as they just have a bad number. Not sure why it happens, but my guess is its just due to how the random number generator works.
