I have finally installed the Planet Upgrade/Repair code. It is similar to Space Docks and Upgrade POrts for Ships. You will see a Repair Button on the planet display screen. Click it and you will be shown the items that need repair.

If you upgraded any planets before this post was made please send me a PM with the planet ids or sectors where those planets are. I will need to fix the database entries for them because you will be locked out of upgrading.
