what are indep and fed players

There is an option in the config not to include these players in the rankings. The fault was off, so all you need to do is goto your admin pannel edit the configuration and turn it back off.

The independent player is more of a place holder for the independent planets. It basically does nothing in the game.

The Federation is a ship that in future releases will track down and capture player planets from people who have federation bounties.

The next release will have another NPC (non-player character) that controls Kabal Space (Kabal Ports and Casinos) and will track down players who have contracts placed on them by other players in the game.
